The fountain made of Ipoh marble was a gift to the public from the Chinese community of Perak and to honour J.W.W Birch, the first British Resident of Perak. The inscription has weathered away. During the Japanese Occupation, the head of a man executed by the Japanese was exhibited on a spike at this spot.
Birch's memorial is strategically located directly opposite a mosque and behind Jalan Dato' Sagor. On all four sides of the monument, colourful murals depicting various 18th century professions of men decorate the facade. There is also erected a bronze bust of their Birch. And so, the Clock Tower is quite a fine monument.

Getting there
Located along Jalan Dato Sagor opposite of Perak State Mosque. The site is walking distance from the Ipoh internal bus terminal and Railway Station.
